Yup, it's been that way for years.
It's actually because of two possible things at any time:

-Server maintenance, it's at odd random times because the site owner has the server hosted somewhere different.
- Troll traffic attacks, until it's routed or they get bored.

It is not down, but in France it is blocked, you can no more access to it. It has been added on the list of websites sharing porn child by the Ministry of the Interior.
